Abstract

The duties and responsibilities of the government in addition to organizing government and carrying out development are public services. One of the efforts to improve the quality of public services is to prepare Standard Operating Procedures (SOPs). This research aims to prepare Standard Operating Procedures (SOP) in the General Section of the Regional Secretariat of Jeneponto Regency in order to increase effectiveness, efficiency, and accountability in the implementation of government administration. This research was carried out using a qualitative method approach, while the data collection methods in this study were observation, interviews and document review. Observation is carried out by directly seeing how the process and flow of services, interviews are conducted by interviewing several informants who have main duties and functions related to the General Section SOPs, while document reviews are carried out to obtain data in the form of documents related to SOP activities that are prepared. The data validity test uses triangulation techniques, Standard Operating Procedures (SOP) that have been prepared are revalidated through presentations and socialization to employees to get suggestions or additional improvements. This research produced seven SOPs, namely exit letters, entry letters, creation of Rank Sequence List (DUK), periodic salary increases, attendance, KP4 allowances, and Employee Performance Targets (SKP).
