Abstract

This study aims to improve the effectiveness of Human Resources (HR) management through the preparation of position analysis and workload analysis at the Public Works and Spatial Planning Office (PUPR) of Jeneponto Regency. The main problem faced by this agency is the change in organizational structure since 2023 and the addition of new positions that have not been supported by optimal position analysis and workload analysis documents. This research used a descriptive qualitative approach with data collection techniques in the form of interviews, observations, questionnaires, and document reviews. Five positions including the Head of UPT SPALD, Head of Administration Subdivision of UPT SPALD, Head of Administration Subdivision of UPT Construction Material Testing and Heavy Equipment Management, Head of Administration Subdivision of UPT Water Resources Management, Settlement Environmental Health Organizer were analyzed based on the position information component. The results showed that the four structural positions had a match between workload and number of employees, while one executive position still needed additional employees. The preparation of this document not only provides clarity of job descriptions and employee needs, but also supports accountable and professional HR planning.
